When to Grant Delegate Access to a Mailbox

When is it better to give someone delegate access to a mailbox instead of giving that person folder permissions?

Granting someone delegate access makes the following three changes to a mailbox:

• It lets the delegate access one or more folders, depending on what you choose in the Tools, Options, Delegates dialog box.
• It grants the delegate perm . . .
  
  
  One of the things that we'd like to do in our organization is to report on if user A has granted delgate access to their mailbox to user B without needing to log in interactively to a MAPI session for user A.
  
  Does anyone know if there is a way to check this somewhere? I did some brief testing and can't find any relfection of delegate permissions in the security tab of the user or mailbox object in AD.
